Demands for reform, TNI should not involve themselves in politics and business, but this must be accompanied by a guarantee from the state budget to improve the TNI soldier prosperity to improve their professionalism. However, the phenomenon of soldiers’ welfare demands for reform is still a problem for development and an ideal military posture due to a lack of professional welfare provided by the state and the implementation of the legality which is still not appropriate yet. Based on the background above, this study becomes a very significant means to evaluate the level TNI soldiers’ welfare with the in the implementation of defense sector reform from the legal perspective and its implementation that still needs improvement. This problem is seen as the state's responsibility to meet all the soldiers' needs that must be positioned as professionals in accordance with the principles of democracy as the implementation of the mandate of the defense sector reform Act No. 34 of 2004 on the TNI. This research adopts descriptive method using qualitative and quantitative approaches by focusing on the soldiers' satisfaction level of welfare, legal perspective, and its implementation. This study uses data from literature study, questionnaires, interviews and observations to obtain valid and relevant data. The results of this study are expected to provide insight into the importance of compensation by the country for financial and nonfinancial satisfaction levels in terms of their income and official service treatment for soldiers and their families as mandated by the defense sector reform and the implementation of Law No. 34 of 2004 on the TNI. |
