ANALISYS OF INTERMEDIARY FUNCTION AND SCRAP-PICKER’S INSTITUTION IN THE PRACTICES OF 3R (REDUCE, REUSE AND RECYCLE) WASTE

Solid waste is a low-valued material so it is needed an innovation to create a new value on it. But reguler or convensional way will not suffice to solve them, system change in institutions, structural and cultural. Interactions among government, market and knowledge arenas will be believed that sources and knowledge exchanges will be happened. At least two of these three arenas interact and identifying intermediary persons that is scrap-picker (Arie Skripsianti, 2006). The Phenomenon of scrap-picker in the Thirld World had been existed since 1980. <br /> <br /> <br /> <br /> <br /> <br /> <br /> This research wants to see how scrap-picker does their role and their institution. In fact, there are some cases to formalize of them. Then the deviation in related to institution of 3R waste. To answer the problem above the implementation of the research guided by the following questionaires : <br /> <br /> <br /> <br /> <br /> <br /> <br /> - How the scrap-picker plays their role in 3R practices ? <br /> <br /> <br /> <br /> <br /> <br /> <br /> - How the process of formalize of them ? <br /> <br /> <br /> <br /> <br /> <br /> <br /> - What the deviation of scrap-picker institution in related to 3R institution ? <br /> <br /> <br /> <br /> <br /> <br /> <br /> This research is an qualitative descriptive research that describes objectively how can the interaction process of involved parties take place and by so doing creates the process resources transformation and knowledge. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Informal scrap-picker institutions can be seen on scrap-picker, scrap-collector or scrap buyer relationship based on trust has no social recognition of scrap-picker that implicated on their social condition in society and creation of new value of solid waste. Then there are efforting to formalize them in multiple case study such as Sanggar Melati RW 15 Tamansari Kota Bandung and Koperasi Girimukti in Kabupaten Bandung. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Analysis both institutional and organizational aspects. Scrap-pickers do their role can be analized on their access to get sources and knowledge. How their make network and the process to create new value on solid waste. There some structural and cultural deviations in the institution that showing the underdeveloped one. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Some actions are recommended for strenghthening 3R institution mainly focuses on scrap-picker one. Government can manage the process of system change, i.e : Develop tools and strategies because the change is intentional and deliberate, to communicate allocated incentive both material and non material between scrap-picker organizations and government. Scrap-picker should formalize in recognized organization and governance by them-selves
