Dekonsentrasi and Tugas Pembantuan in irrigation system suppose to have planning and strategic program in ideal. Monitoring and evaluation of program as a whole system <br /> <br /> <br /> become a feedback for irrigation policy. This cycle would allow Government (Central and Districts) to adjust any dynamic environment changes. The field study finds even common understanding of vision and mission to support paddy production in Jawa Barat Province has been achieved, but lack of grand strategy to implement the mission is occurred. Operation, Maintenance and Rehabilitation of irrigation system depend on field management decision regardless to vision and mission stated. This situation leads to unstructured irrigation system implementation. Good Governance indicator such as <br /> <br /> <br /> accountable, Transparance, and participation is used to indicate how the Tugas Pembatuan Irrigation System implemented. Euphoria of autonomy has narrowed monitoring and evaluation conduct by central government and has leads coordinating becoming less intensive. Monitoring report based on numbers of outputs achieved rather than outcomes nor impact achieved. Moreover, monitoring conducted by farmers society and local people has not been used to make irrigation system better. Good Governance in irrigation system has not been accomplished yet. Some great changes of irrigation system needed regardless it is conducted by Central nor Districts Government, speccially key indicator of monitoring and evaluation.
