THE INTEGRATION STUDY OF THE RISE OF SEA LEVEL DUE TO CLIMATE CHANGE WITH THE SPATIAL PATTERN PLANS CASE STUDY : RTRW OF SOUTH SUMATERA PROVINCE

The implications of climate change as a global warming result two main things; those are the fluctuation of the high rainfall and the rise of sea level. Projection of climate changing in Indonesia shows the rise of sea level that affecting the loss of coastal areas and small islands. South Sumatra Province has a coastal area that the level of vulnerability to the rise of sea level is quite high. Study projected of the rise of sea level in the region of South Sumatra is being done. According to the projections, the rise of sea level can reach a height of 276.9 cm in 2030 using the scenario 3 that is the combination of extreme waves, La Nina, the storm surge.

The immersion of sea water because of climate changing is a main hazard in the coastal region of South Sumatra which can damage some facilities and economic infrastructure. For that, the spatial planning must consider the danger of the rise of the sea level. Therefore the study of the rise of sea level due to climate changing must be integrated into the Spatial Plan (Spatial). The aim of this study is to recommend the substantive and institutional aspects in the integration of assessment of the rise of water level due to climate changing with the Regional Spatial Plan Pattern of South Sumatra Province.

Based on the results of the study, South Sumatra Spatial Pattern Space is not adaptive yet to the Rise of Sea Level due to climate changing. If the pattern space is not properly planned in taking into account of the danger of re-immersion in the rise of sea level, it will make substantial losses in South Sumatra Province

In a study of the institutional integration of the rise of sea level by Pattern Space Plan, the Province of South Sumatra has agencies that accommodate these activities. The agencies are UPTB Spatial Planning (Bappeda) and the Coordination Team and Technical Team on Climate Changing. Although the performance of this team have not been up viewed in the effectiveness of coordination, the role of this team is very large in terms of doing a thorough assessment of climate changing in South Sumatra. Strengthening of the coordination is necessary needed between the Coordination Team and Technical/Secretariat Team of Climate Change Mitigation and Adaptation, Spatial Planning and UPTB Teams of existing studies of climate change. text
