Summary:Mukim formalisation into local government system has create dilematic condition in some district of Aceh Province such as Lhokseumawe. Mukim existence has <br /> <br /> <br /> been admitted by Aceh legislation rule as formal government system. In reality, mukim is not more than nonformal powerless institution. Mukim faces a low <br /> <br /> <br /> power of formal legitimate problem which increasing and reposition the role power is necessery to do through natural resources government such as Marine and fisheries in Lhokseumawe. This research conduct through an explorative qualitative approach based on case study. To achieve its repositioning, there are five steps that necessary to do by mukim; (i) institution structure reidentification, (ii) mukim stakeholder identification, (iii) mukim function identification, (iv) mukim development role, and (v) defining mukim reposistion in local Lhokseumawe government system. Mukim transformation has lead some changes by arising some supporting mukim elements even without any function improvement as in the orde baru era. Mukim government policy driven by the top down province by Qanun Aceh. Based on Autonomy, Lhoksumawe mukim reposistion reserch conduct by bottom up approach by strict divide of each function in Lhoksumawe condition.
