In preparing for the era of free trade, the Government has formulated Indonesian Economic Development (MP3EI), which also mandates the development of new centers of economic growth in the form of Special Economic Zones (KEK). To bring up the promotion of climate on SEZ, the government provides fiscal and non-fiscal facilities to investors, but the facility is still not enough. Licensing procedures to obtain facilities in the SEZ has to go through several doors, is still an obstacle for investors to invest. <br /> <br /> <br /> Analysis of existing systems by using Value Stream Mapping shows starting a business licensing process takes 27-76 days via (4) four stages of licensing. Stages that must be passed is the stage to get the status of business entities, the registration phase of the Central Government (PTSP BKPM), the stage of registration in the Local Government (Local BPPT) and the registration of employment. The existing system contains a lot of waste that has the potential to be repaired. <br /> <br /> <br /> Improvement system in this study using the Business Process Improvement in the form of One Stop Services (OSS). The design of the licensing procedure SEZ will pass through four (4) that the procedure of registration, convertion documents into electronic documents, verification and approval of documents, and the submission of documents to investors. <br /> <br /> <br /> There are (3) three alternate OSS management that will be implemented gradually. The initial phase of OSS will be managed by The Council of Regions, namely the delegation of authority granted by the Government and Local Government as Administrator SEZ, and will require 5-10 days. The next stage of OSS is managed jointly by by The Council of Regions and Business Entity as administrator SEZ will require 5-8 days. In the alternative would be carried out in their delegation of authority in the field of land from the by The Council of Regions to the Business Entity for Business Entities in fact been given the right to land at the time of registering as a Business Entity of SEZ. If Business Entity already performing well, the next stage OSS fully managed by the Business Entity as administrator SEZ, and licensing will be 5-7 days. text |
