DEVELOPMENT OF TRADE FACILITATION POLICY IN SPECIAL ECONOMIC ZONE INDUSTRIAL RUBBER DOWNSTREAM (Tyres in North Sumatra)

World demand for rubber, especially tires are increasing with the growth in the world economy and automotive. The development of Indonesia's natural rubber exports currently only export in the form of raw materials, only 15% is absorbed by the downstream rubber industry in the country. This indicates the weakness of the downstream rubber industry in Indonesia in harnessing the potential of natural rubber-owned land. It is necessary to research on the development of trade facilitation measures on the Special Economic Zones that are currently being launched by the government in order to increase value-added exports. <br /> <br /> <br /> This study aims to provide recommendations related to the development of trade facilitation policies of fiscal and non-fiscal facilities in accordance with the laws and regulations in force and in accordance with the needs of the downstream rubber industry. As for the downstream rubber industry are the focus of the research is the tires because tires deliver the highest value among other rubber products as well as occupying the highest position in the Indonesian rubber exports. Furthermore, the study area for the development of Special Economic Zones (SEZ) is determined in accordance with the government's program for the development of the downstream rubber industry in MP3EI the North Sumatra Province, which has a strategic location for international trade routes and rich in raw materials as the main input of natural rubber tire industry them. <br /> <br /> <br /> The method used in this study is a dynamic systems approach to maximizing <br /> <br /> <br /> performance criteria increased investment, increased exports of value-added, labor absorption by considering the minimization of the loss of tax revenues due to the provision of facilities to attract investors. Modeling of trade facilitation such as generating package of fiscal and non fiscal incentives by providing tax holidays, tax breaks, import duty and gas subsidies and easiness licensing trade, investment, industry, immigration, etc is expected to increase exports of value-added rubber products (downstream) and increase in the region's economy.
