This became the highlight of the environmental organizations that can impact and affect the image of the company PT.Freeport Indonesia. Based on the letter of the Ministry of Environment Republic of Indonesia dated March 23, 2006, PT.Freeport Indonesia has signed a memorandum of understanding about the tailings utilization to support infrastructure development in Mimika Regency, and also in the Province of Papua. However, the tailings utilization in the last few years had showed a sharp decline and is not in line with expectations and objectives of the tailings utilization MoU. The amount of tailings utilization continued to decrease from 297,970 m3 in 2008 dropped to 82,427 m3 in 2009 and to only 39 019 m3 in 2010. It also highlighted by the Ministry of Environment since it is

incompatible with PT.Freeport Indonesia commitment in the tailings utilization. Based on the results of research, a few things that become the root of the problems of not reaching tailing utilization objectivity are: lack of R & D programs, marketing programs are inefficient and not optimal in its implementation, the lack of facilities and infrastructure to support operations that resulted in operational inefficiencies, lack of human resources and lack of investment capital to support the tailings utilization. Based on the results of PEST and SWOT analysis, PT Freeport Indonesia's strategy in improving the utilization of tailings is growth strategies. Specifically there are five aspects that Freeport should do to improve the utilization of tailings program, which are: R & D strategy with the technological leader (differentiation) of tailings material products and by doing open innovation through collaboration between companies, governments, academics/university, even with the consumers in developing the new tailing products; Marketing strategy with pull marketing strategy to increase awareness of tailings material products; Operational strategy with efficiency and implementation of a new business model to reduce the cost of tailing

utilization; HR strategy with organizational development and the additional manpower; And financial strategies involving funds of PT Freeport Indonesia, the Government and the private sector in improving the utilization of tailings.
