Performance measurement should consider financial and non financial measures which have dynamic relation to strategy, consider human aspect and operation that is not seen on balance sheet, and integrated on performance measurement system. <br /> <br /> <br /> <br /> <br /> Those explanations summarize that public organization need a performance measurement system that consider financial and non financial measures that synchronize with organization’s strategies, and provide improvement mechanism on performance measure that do not meet the goal. <br /> <br /> <br /> <br /> <br /> This research develop performance measurement model at center of industrial education and training as an public organization, based on Niven (2003) as the basic model that consider costumer aspect as the organization’s goal, and propose improvement mechanism on performance measure that do not meet the goal. Few research which are Kaplan dan Norton (1996), Kloot dan Martin, (2000), Holmes et al, (2006), and Wu et al, (2009) will be used to formulate performance’s criteria. <br /> <br /> <br /> <br /> <br /> In this research, performance measurement model use four perspectives, 12 strategic objectives, and 20 measures that have been synchronized with organization’s strategies. Secondary data are collected by studying on organization’s documents. Primary data are collected from interview and iii <br /> <br /> <br /> <br /> <br /> questionnaires. Those data are evaluated with Analytic Network Process method. The result was that Surabaya 5th Region Center of Industrial Education and Training show good performance with 95.6%. 4.4% gap from 100% target is caused from three measures that did not meet the goal, which are class utilization, number of activity plans that have been approved in DIPA, and computer’s laboratory utilization. text |
