PT. Dirgantara Indonesia (Persero), abbreviated PTDI, is a state-owned aircraft industry which at the beginning of its establishment have aerospace technology transformation and business missions. Economic and monetary crisis that occurred in Southeast Asia which had a significant impact to the multidimensional crisis in Indonesia, had forced the Government of Indonesia to sign a Letter of Intent (LOI) from the IMF instead of rescuing Indonesia's economy. To maintain the viability of the company, PTDI must be able to adjust to the changing phenomena of the "world aerospace industry" system which is marked by the consolidation of the aerospace industry in America and Europe that focus on the final product as its core business and outsource the manufacture of components to other companies, so that the industry of aerospace supply chain grows. All of that was intended to improve efficiency and competitiveness of the industry. PTDI which has become part of the industry supply chain of global airplane components, both in the context of the extended shop and as well as a subcontractor in the production of aircraft components, do outsourcing work packages to small and medium industries (SMEs) as part of efficiency by developing a supply chain industry partners to produce the lower level (tier) of components. <br />

This study analyzed the phenomena of learning in outsourced collaboration between PTDI with SMEs in developing aerospace industrial supply chain, which is then modeled using system dynamics approach. The factors that are modeled in the learning process are initial knowledge and experience, trust, confidence, willingness, transparency and motivation to work together from both organizations. From the simulation result, we can understand that the learning process will succeed if the SME has the adequate initial knowledge and experience. The acquisition of new knowledge and experience in aerospace quality control management system, AS9100, is an indicator of success in an outsourcing partnership. |
