SEZ according to the Indonesian SEZ Act is a zone with certain boundaries within territories of Indonesia, and designated to perform economic function and also granted with certain facilities and incentives. SEZ success criteria referred to its goal is investment, exports and employment. Trade facilitation is one of the key successes of developing an SEZ and also rolled as an attraction for investors. Trade Facilitation scope based on its form can be divided into three types; there are fiscal facilitation, ease and incentives. Meanwhile, based on its focus trade facilitation is divided into two types; general and specified facilitation (considering the characteristics of the zone / focus areas). <br /> <br /> <br /> <br /> <br /> Bitung is one of the tuna’s production centers which is the largest exports product on fisheries comodity. In addition, the strategic location of Bitung in international shipping lanes that is at the edge of the Pacific Ocean makes it potential as SEZ. Fiseheries SEZ in order to attract investor and develop into a new economic growth center needs an attractive trade facilitation. Therefore, the design of trade facilitation on SEZ is one of the important agenda to ensure the development of the SEZ. This study aims to design trade facilitation policy (general and specified) on Fisheries SEZ using the SEZ success criteria as performance indicators. <br /> <br /> <br /> <br /> <br /> The design of SEZ fisheries facilitation is accomplish through three steps there are; (1) Benchmarking, to identify general facilitation; (2) Diamond’s Porter analysis, to identify specified facilitation based on commodity focus; (3) Dynamic System, to acquire general and specified facilitation recommendation that gives iv <br /> <br /> <br /> <br /> <br /> the best result according to performance indicator through various scenario simulation. <br /> <br /> <br /> <br /> <br /> Based on the three steps, recommendations on SEZ Fisheries facilitation is include the following; (1) Fiscal Facilitation, Corporate Income, tax holiday for 10 years, imports tax amounted to 0%, VAT and luxury sales for 0%, (2) Simplification, through the implementation of one stop services for licensing with maximum procedure is five procedures within 15 days processing time; (3) incentives, 0% fisheries retribution, 10% deduction of ship/boat assessment retribution, 10% deduction of Commercial fisheries fee and 10% deduction of Fisheries Yield Fee.
