Summary: | Security Sector Reform on the state’s security institutions such as TNI and Polri is on going process. But, the reformation on BIN, Bakorkamla and Satpol PP is not conducted yet. Security Sector Reform on TNI and Polri has been done on managerial level, likes institution, organization, autorities and functions arrangement and other operational elements such as oversight and accountability. But the Security Sector Reform programme has not been able to transform the old security values into public security values significantly, such as respect of human rights, rule of law, and public security orientation. The conscienness and values of state’s security actors are still based on repressive, discrimination and not in favour of public service orientation. <br />

The same Security Sector Reform process is also happening on the private security company. Security Sector Reform programme has been conducting on the managerial level, such as reformation on structure and function, accountability and transparancy, professionalism, and other technical components likes curriculum, training, and standarization. Security Sector Reform on the managerial system is not optimum and there are still many barries and problems. <br />

Meanwhile the Security Sector Reform on the values system level is not change significantly yet. PT. Nawakara Perkasa Nusantara, as the object (case study) on this research is still adopting old values, such as private oriented service, profit oriented, and stand up for its own clients or in other words to defend who pay them. Security goods that provided and managed by PT. Nawakara Perkasa Nusantara is perceived as a private goods (rivalry and excludabel) which can be accessed, achieved and used by its clients only, but on the other hand, people (public) cannot acessed and used the security service that provided by this company. Indeed, the relationship between security sector reform and PT. Nawakara Perkasa Nusantara is still on managerial system level, not reach the transformation of values system yet. <br />
