Summary: | Sustainable development is a development consept which tries to fulfill the needs of the present time without sacrificing the needs of the next generation. In the practical field, the sustainable development is applicated with concerns of natural resources carrying capacity that exist including water resources. The balanced condition of water resources is influenced by two variables, which are nature physical factor like climatologic condition and land use factor. In regional development context, the balance of water resources will be stressed as the impact of land use transformation as a consequence of regional development and the increase of the need of water caused by population growth and sosio-economic activities. To realize the concept of sustainable development it is important to now the impact of regional development plan to the water resources balanced condition. <br />

This study objective is to identify the water resource balance of Subang Regency then formulate its management. The research method is quantitative analysis method using DAS and CAT as units of analisys. <br />

The result of this research shows that the trends of land use that is in progress influence the decrease of the potency of water resources availability as the consequence of high level of forest convertion, but also the decrease of the need for water resources as a result of agricultural land convertion to developed lands (as housing and industrial areas). The directions of spatial use in Subangs Plan of Spatial Land Use gives a more positive impact to the potency of water resource availablity than the condition of land use trend. But on the other hand, the direction of Subang Plan of Spatial Land Use also needs a lot of water resources especially for industrial sector use. <br />

In general, the water resource balance in Subang Regency is still in a safe condition (IPA < 0,75), except for the potency of deep soil water resources in Subang aquifer. For anticipating this condition it is recommended to use the surface water potency in fulfilling the need of water for industrial sector in Subang Regency. <br />
