Description
Summary:Soekarno-Hatta International Airport is the largest and the busiest airport in Indonesia. The using of air transportation does not only touch upon the number of passengers, but also the number of cargo delivery. The increasing of air cargo traffic at BSH is closely related to development and national economic, regional and international growth and also emerged by low cost carriers. Thus is due to Soekarno-Hatta airport as a main enterance for Jabodetabek region namely as a centre of national affairs which has good position in term of Jakarta as the capital of Indonesia in which the centre of governmental and economics are.

With the increasing of cargo movement and passengers through BSH, therefore the existing facilities are not sufficient anymore. Cargo facilities at BSH namely building 510, building 520, dan building 530 handling both domestic and international cargo in term of warehousing that makes for cargo hoarding. As the developing of cargo concept and modern logistic and the growth of existing cargo existing at BSH, the existing area is not able to accommodate cargo movement in the future, especially on running International Cargo Transhipment.

For that need to actualize the airport concept as main hub cargo in the region of Asia pacific, then PT (Persero) Angkasa Pura II (AP II) who has under management at Soekarno-Hatta airport referring to the Master Plan they have as to optimize the idle land and capture the opportunity on providing integrated cargo processing in the future by building cargo Terminal. To actualize /run this idea, PT (Persero) Angkasa Pura II faces the problem on funding strategy and corporation strategy.

The alternative solutions namely are, operated it by the company, lease and concession, operation collaboration, BOT (Build Operate Transfer) & BOO (Build Operate Own), joint venture company. Each of these alternatives has their own advantages and disadvantages. Mean while, for the present of company situation, the best strategy is to collaborate with inventors with BOT (Build Operate Transfer).

The implementation of BOT (Build Operate Transfer) has first stages a head by doing some feasibility studies, design, making draft and then begins to build. With this solution, investor by themselves will be responsible to do constructing, execution, delivery, operating as long as 20 years as the concession period. Based on calculation, with this project invsetors will get IRR (20,45%), PBP (8,09 years) and positive NPV (Rp1.629.487.449,88). At the end of concession period, those well treated assets will be transferred to the PT AP II at the end of concession period, in 2027.
