The Law of Republic of Indonesia No. 39 Year 2009 about Special Economic Zone is already set off different things about the SEZ where it is mentioned that SEZ has to be located near port and Tanjung Priok Port is the nearest port from Marunda. As the development of Marunda SEZ, it is also planned to have its own port and located on reclamation area. Port is part of transportation infrastructures where transportation and road infrastructure has its direct impact. Direct impact can be described by road capacity performances that connected two ports which are Jalan Pelabuhan and Jalan Marunda Makmur. This research is important because the port performance of Tanjung Priok Port and Marunda Port will be affected by those two roads capacity performances. One factor of road capacity performances is from calculating road capacity and degree of saturation. Saturated or not is describing traffic congestion which comes as troublesome to companies or organizations that relies their activities on timeliness. Traffic congestion is also raising the cost of maintenance, individual, tire, etc. <br />

This study is addressed to know the impact from Marunda SEZ development to road capacity performance that connected two ports which are Jalan Pelabuhan and Jalan Marunda Makmur. Traffic counting is used to measure road capacity performance and analyzed using traffic volume analysis. Road capacity performance also determined by the nature of Marunda SEZ whether it is exclusive or not exclusive. As it is focus on port and SEZ, some of the calculation will only count vehicles that are important to the road capacity performance and the port. As the results are the two roads shows that capacity of Jalan Pelabuhan in 2010 is inadequate and Jalan Marunda Makmur shows inadequate capacity in 2015 because of port activity in Marunda SEZ. Hence, The Government of DKI Jakarta should be aware and make it as priority agenda before starting the development of Marunda SEZ as to optimize the implementation of Marunda SEZ. |
