Summary:The Empowerment of Papuas is an always adherent mission in almost every development programs planned by the Central Government as well as the Local Government. The electricity availability for the society, which has possibility to support that mission, unfortunately, has not been the priority. Electricity supply which is dominated by PLN (State Electricity Company) is still depend on fossil fuel, and has to be confronted with obstacles in promoting both quality and quantity of electricity in Papua region. Availability of abundant water river resources actually can be an alternative for renewable energy resources for electricity supply in the form of a micro hydro electricity power plant (PLTMH). <br /> <br /> <br /> This theses presents a feasibility study for PLTMH development in Western Papua Province using qualitative method for financial analyses, and qualitative description for non financial analyses, espescially for Papua’s Kampung society, which includes the economy impacts of PLTMH development. Analyses also been made on possible changes in actors’ behaviour during the PLTMH development using outcome mapping approach. <br /> <br /> <br /> Based on analyses made, electricity production cost for PLTMH is about Rp 463,97 to Rp 792,38 per kWh compared with average cost of Rp 1.882,00 per kWh of electricity produced by PLN Sub Branch of Sorong. While for South Sorong District, where the study was conducted, the cost is as high as Rp 2.300,00 per kWh. <br /> <br /> <br /> Empowerment of Kampung society from PLTMH development can be established through production of electricity, as well as its management. Empowerment from the electricity produced can take form in promotion of societal economy and a better distribution of educational chances indirectly. These, however, must be supported by comprehensive programs by the central government as well as the local government. <br /> <br /> <br /> Close observations on water resources potentials in Western Papua Province, the financial profit from PLTMH, social economy benefits in effort to empower the local people, as well as increasing demand on electricity supply along with population growth, and also consideration on constantly rising of fossil fuel price as the major energy resource of PLN's electricity, it is considered that the development of PLTMH has good prospects for development. <br />
