The biggest challenge in evaluating is how to determine the evaluation criteria, parameters and the method that will implement to build the framework for evaluation. More specifics, information system evaluation can be viewed from two side, efficiency and Effectiveness. Efficiency focusing on quality of system availability which include system reliability, time access, down time, and so on. Effectiveness tend to evaluate the quality of information system by comparing between reality and expectancy from the user. <br />

Now a day, there is lot of framework to evaluate the information system which mainly focusing on efficiency. But, the specifics framework to evaluate the academic information system not found yet. On this context, Bytheway & Whyte had developed a framework to evaluate the system. This framework has been implemented to evaluate the academic information system and stressed on using system by user from internal organization. The fact that system also using by external user needs to view the system more comprehensively. Based on this reason, there is an idea to review the Bytheway & Whytes framework by joint the external user view through Servqual (Service Quality) analysis. Although Servqual not specific designed to evaluate the information system, but this method can use to evaluate the general quality of services from an organization to their customers. <br />

The research on this thesis focusing to find and recommended the evaluation framework that build from combination between Bytheway & Whyte and concept Servqual evaluation. The main objective by this joint framework is to give more comprehensive view from system that will be evaluated. The consideration to joint this framework is to utilize the advantage of Servqual as framework that mostly adopted to evaluate the service quality in some sector, specifically in services product, and the attributes from Bytheway & Whytes framework which clearly describe the internal evaluation aspect. By joining this framework we expect to get better result on system condition from external and internal user. <br />

The stage to develop evaluation framework beginning from make the map between Bytheway & Whytes framework with servqual aspect, by identify the elements of Servqual that matching with the Bytheway & Whytes attributes (parameters). The result of mapping then used as guidance to build the questioner to reach more objective result. <br />

The result of joining these two frameworks is a new recommended framework that view the system from three main dimension which interacted each others, that represent the quality as joint result from the quality of products, services, and process. The good product will not using by the user unless it has good services. The quality of product and service will depend on good process to produce the product and service. The external user will view the system quality as result from five aspects of service quality : tangible, reliable, rensponsive, emphaty and assurance. The external user was represented by customer of organization and internal user was represented by the employee who use the system. <br />

This concept than implemented as background to develop the more applicable framework and has realistic step and activity which include collecting the opinion from three dimension of information system (measure by the attribute) and five aspect of service quality, by using questioner, data analysis and gap analysis between two side assessment (expectancy and reality), and make a rank of attribute based on biggest gap analysis. Big score in gap analysis can use to identify the problem on running system and to make a recommendation of problem solving priority. <br />

This framework than implemented to evaluate the academic information system at STMIK AMIKBANDUNG. From implementation, there is some interesting found. Mostly responden needs acuracy and fast updating on information content as highest priority because they do not satisfy with this recent condition. The others problem was not significant to solve immediately. The result will be specifically depend on the condition of organization and background of responden. <br />
