PLN projected, the average growth of Indonesia electrification demand is 8.26% per year. PLN is expecting 55% of energy will come up from Independent Power Producers (IPPs). Government through Ministry of Energy and Mineral Resources was released the MEMR Regulation No 17/2013 regarding purchasing the electricity from PV power producer by PLN. TML Energy has formulated a company’s road map that stated at annual meeting on February 2013, one of its goals on 2017 is to have at least 2 PV PPs. Government announced that they will doing bidding process of several PV PP projects and one of its projects is 2 MWp PV PP at North Lombok. TML Energy is going to follow the bidding process for that project. <br /> <br /> <br /> To winning the bidding process, TML Energy has to formulate a strategy. In this final project, author determines a tariff strategy using the scenario, the first one is at no debt at all, the second one is at its optimal capital structure of TML Energy, and the third is at maximum debt that allow by the bank based on existing agreement. After that, the optimal tariff is calculated by determine each tariff’s components. The proposed tariff is choose based on certain criteria such as limitation of tariff, NPV, IRR, payback period and profitability index. <br /> <br /> <br /> At no debt scenario, 0% of debt, the NPV, IRR and profitability index are below than the acceptance limit. At optimum debt, 43% of debt, all the criteria is accepted. At maximum debt, 60% of debt, the price is higher than the acceptance limit. In the end, the author recommended company to bid at $ 24.61 cent/kWh at 43% of debt with forming an Special Purpose Vehicle (SPV) for 2 MWp PV PP at North Lombok bidding process. <br /> text |
