The goal of the study is to recognize the level of community resilience in Pangandaran village for overcoming possible earthquake and tsunami events. This is important because disaster event is one way of social learning for the community to strengethen themselves. As we know that Pangandaran has been hit by tsunami in year 2006 and after that thers is a lot activities of recovery, community capacity building, as well as disaster mitigation, whether it comes form inside or outside the community. <br />

Community resilience consist of : 1) community capacity to absorb stress through mitigation or adaptation, 2) community capacity to certain some important and basic function during the disaster event, and 3) community capacity to bounce back after the disastrous event (Twigg, 2007). The elements of community resilience itselfs consist of governance, social and economy, coastal resources management, land use and structural design, risk knowledge, warning and evacuation, emergency response, and disaster recovery (US IOWTS, 2007) <br />

Findings in all of the aspects than being organized to four core capacities include policy and planning capacity, social and cultural capacity, physic and natural capacity, as well as technical and financial capacity. Thus are the implementation of the qualitative research which use the “How Resilient is Your Coastal Community – A Guide For Evaluating Coastal Community Resilience to Tsunamis and Other Hazards” (US Indian Ocean Tsunami Warning System Program, 2007) as the platform of this study. <br />

From the study, it is noticed that overall the people of Pangandaran Village has a fair resilience for earthquake and tsunami risk. The aspect of early warning and evacuation is the strongest aspect of resiliency, and the aspect of recovery is the weakest aspect. The effort for stregthening community resilience in Pangandaran cannot be seperated from the tsunami event in 2006 as the moment for social learning, and the implementation of various activites in recovery, disaster mitigation, and community capacity building.. <br />
