and quality of basic services that publics are entitled to obtain. That standard is Minimum Service Standard (MSS). MSS itself has been approved by PP No. 25 year 2000 and specifically stated in Article 3 Subsection 3 that region must implement the Minimum Service Standard. <br />
<br />
<br />
Minimum Service Standard for road sector consists of two parts, namely the road quality and road quantity. The MSS that discussed in this thesis is the road quality one based on two factors, the traffic and structural indicators. Traffic factor is determined by traffic <br />
<br />
<br />
volume with VCR as its parameter, while the structural indicators are determined by vehicle composition with IRI as its parameter. IRI itself is a function of ESAL (Equivalent Standard Axle Load). These two parameters will result in the needs of countermeasures which consist of: routine maintenance; periodic maintenance; road improvement; road expansion and reconstruction in every road section in study area namely inter‐city roads in Nanggroe Aceh Darussalam. <br />

Analysis is divided into two conditions: unconstrained budget and constrained budget. Constrained budget is divided into four scenarios: scenario 75% of total requirement of road management, 50% scenario, 25% scenario and Rp. 2.300.000.000.000 scenario. While on <br />

unconstrained budget conditions, the need of road management is not limited by fund so every requirement can be fulfilled. The result for this thesis are the amount of road management fund in unconstrained budget condition are less than constrained budget conditions in the year of 2030.
