The government as the main initiator of program is considered successful in adopting participatory planning in the case of Citepus dam project.<p>The research aimed to represent a case, where lessons learnt can be further explored for future enhancement. Research intentionally reviewed the planning process of Citepus dam project in Pelabuhan Ratu subdistrict, Sukabumi. Research questions were: (i) how did the program initiator stimulate interested actors to involve in the planning process, (ii) what are kinds of involvements from interested actors during negotiations course of planning process, and (iii) how were negotiations evolved and what were the agreement achieved. A qualitative descriptive method was employed both in empirical research as well as in analyzing the planning results.<p>Results of research revealed that there has been a clear direction toward an innovation trough collective learning during the process which resulted from: (i) initiator's efforts to open and to bridge dialogs among confronting interests, (ii) openness of interested parties to explicitly state their likes and dislikes and what are possible accepted options, which in turn provide a favorable space for negotiations, and (iii) commitment of involved parties to be consistent during negotiation process and with the results achieved. The last factor is believed inseparable with local society circumstance which characterized by open social interactions, mutual trusts, and strong commitment on their shared interests. <br /> text
