Limitations of storage capacities in the regions of the excess area of empty containers caused problems for terminal authority to manage terminal operations. This problem is caused due to the density of the container that create space limitations at the container terminal. Container terminal authority planned allocation of empty containers in order to ensure the smoothness operation of the container terminal. As entity that use services and have empty containers, shipping line will be affected by any decision made by the authority of the terminal. In order to reduce operating costs, Shipping Line is scheduled to conduct the allocation of empty containers from surpluss areas to shortage area of empty containers. <br /> <br /> <br /> In this situation there are two entities with different viewpoints and different preferences in managing empty containers. Every decision of the two parties will mutually influence each other. It necessary to develop a policy on the allocation of empty containers in surplus area by considering the interests of both entities. In this research the observed object is Pontianak port container terminal. PT Pelindo represents the point of view of terminal container authority, and the Shipping Line representing as a container owner's perspective. This research developed three allocation empty container policies with perspective the PT Pelindo dominant, Shipping Line dominant, and minimizing the total cost of the system. Policy of minimizing the total cost of the system give the smallest total cost system. text
