Indonesia is a disaster-prone areas because it is located among three plates of the world namely the Eurasian, Indo-Australia and the Pacific which will be always moving and causing earthquakes. Almost every island in Indonesia prone to earthquakes, including Java. One of the disasters that cause significant impacts is the earthquake 2 September 2009, based in Tasikmalaya Tasikmalaya earthquake come down to Pangalengan impact. Many housing and infrastructure damaged. Already implemented two phases of disaster <br /> <br /> <br /> <br /> managemen t that is emergency response and rehabilitation and reconstruction phase which going on until today, that is 10 months following a disaster. <br /> <br /> <br /> <br /> Disaster management has multiple stages, where in every stages there are stakeholders who have an important role for all its achievements, so too it is with the <br /> <br /> <br /> <br /> rehabilitation and reconstruction phases in Pangalengan. <br /> <br /> <br /> <br /> There are many setbacks in the rehabilitation and reconstruction schedule, which make people wait more longer to repair their home. In addition there are <br /> <br /> <br /> <br /> residents who until 10 months since the disaster are still living in refugee camps. <br /> <br /> <br /> <br /> Therefore, it required the identification of the role of stakeholders in the rehabilitation and reconstruction of earthquake disaster in Pangalengan in the field of housing and physical infrastructure as well as what that role should be executed.
