Summary:Considering the limited fund for the development of industrial sectors, it <br /> is not possible for government to develop all industrial sector at the <br /> same time. One of the alternatives is to specify certain industrial sectors <br /> that get development priority. These sectors are recognized with preeminent <br /> sector term. Determination of pre-eminent sector based of <br /> criterion specified by various the interested parties. In determination of <br /> pre-eminent industrial sector, method used by Bapeda West Java is <br /> composite index. <br /> Compared to composite index method, Analytic Network Process (ANP) <br /> method has some advantage, for example weight of criterion can differ, <br /> decision based of perception of decision maker, and can be developed to <br /> become teaming decision making model. This research is trying to <br /> design a decision model of pre-eminent industrial sector and determine <br /> most competent industrial sector of pre-eminent sector by using ANP <br /> method. <br /> The result, which is obtained by using ANP method, is importance level <br /> of criterion (criterion weight) and pre-eminent industrial sector in <br /> sequence. The result of criterion weight from respondent preferences <br /> show criterion weight absorption as follow: labor get full marks that is <br /> 13,25 point; exporting specialist criterion (11,75 point), related/relevant <br /> criterion forwards (11, 63) and criterion of investment (11, 18). From 29 <br /> industrial sectors in input output table, we choose 5 (five) potential preeminent <br /> sectors. The sector that is getting development priority is textile <br /> and ready-made clothes industrial sector. Other industrial sectors are <br /> husk and shoe industrial sector, and food and beverage industrial sector.
