Description
Summary:Research and Development Center for Mineral and Coal Technology (tekMIRA) is one of the government's research and development institute under the Research and Development for Energy and Mineral Resources Agency of the Ministry of Energy and Minerals Resouces. One

group of research and development executive at tekMIRA is Research and Development Group of Processing and Utilization of Coal. In the era of knowledge-based economy today, the old paradigm of competitiveness of resource-base is no longer appropriate and should be changed to knowledge-base competitiveness. Therefore, efforts to develop Indonesian coal should be based

on the knowledge therefore implementation of Knowledge Management (KM) becomes an important thing to do.

To start a KM initiative, required systematic planning steps based on the needs of organizations in order to achieve the vision and mission. The problem faced by this group is the utilization of R & D results are considered less. From identifying the cause of the problem is found some reasons which cause the emergence of these problems, and found the root cause of which later became a business issue that knowledge is not managed systematically. This research was conducted with the aim to design a KM implementation plan in the group. To start a KM initiative needs five steps to be taken, first, set three main goals of KM, second, identifying the needs of the component of people, process and technology, third, set a KM strategy to achieve three main KM objectives that have been set, forth, getting management commitment, and fifth, design preparation of the implementation KM plan.

The KM objectives is determined by distributing questionnaires to members of the group to determine the three main objectives of the common 15 KM goals. From the data processing results of the questionnaire found 3 main objectives KM in this group, which shorten the time

required for creating, designing, manufacturing, and finishing research and development activities, facilitate functional officials to find experts who can help when needed, and stimulate innovation and growth. Next step is identifying the needs of the human, process and technology component, success factors, and obstacles encountered to determine the KM program proposal in

accordance with the objectives.
