Summary:PT Freeport Indonesia (PTFI) has been operating in Papua for over 40 years. In the long time period could be seen various changes as well as ongoing efforts in community development. One village-based community development program performed by PTFI in the framework of community empowerment is mentoring and fisheries programs development for Kamoro community in coastal areas of Mimika Regency. <br /> <br /> <br /> <br /> <br /> In the implementation of mentoring and fisheries development programs for Kamoro community in coastal areas of Mimika regency, several factors that become obstacles and barriers were found, grouped into four factors: socio-cultural, limitations of fishery production facilities, environments physical conditions and institutional. <br /> <br /> <br /> <br /> <br /> To enhance the successful implementation of the fisheries program should be formulated the strategies based on an assessment of the internal and external environmental conditions of Kamoro communities in coastal areas of Mimika regency. The analysis of internal and external environmental conditions using SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The results of SWOT analysis is used to formulate a strategy using TOWS matrix, ie by combining the external opportunities and threats and the internal strengths and weaknesses, so it can be formulated four alternative business strategies: SO, WO, ST, and WT. Based on TOWS Matrix analysis, 14 strategies were obtained that will be used in fisheries development for Kamoro communities in coastal areas of Mimika Regency. In addition to formulating strategies, also performed the identification of the level of public awareness using the five stages of change and assessment of community capacity building using capacity strengthening model developed by Groundswell International. The results of the identification concluded that the levels of public awareness of Kamoro community against to implementation of fisheries program has reached the Contemplation levels (aware, but no matter). <br /> <br /> <br /> <br /> <br /> Based on the results of the capacity building achievement and plans to increase the level of public awareness to achieve the action level (start trying to change things), has been produced three objectives of fishries program in coastal areas of Mimika Regency: (1) improving the relationship with all strategic partners in Kamoro community empowerment, (2) enhance the capacity of partner (KMBL) toward autonomy, and (3) increasing the community participation in fisheries program. To achieve the objectives, implementation plans was created using the 14 strategies resulted from the TOWS Matrix analysis.
