Grasberg Surface Mine which was discovered on 1987 owns the largest gold deposit and the third largest copper deposit in the world. Mining operation in this surface <br />

<br />
mine has been conducted actively since 1990. With the time passes, the mining operation in Grasberg with open pit method is considered to be inefficient and thus it is planned to close Grasberg Surface Mine by 2015 to be replaced by underground mining method which will be conducted on 2011. <br />
<br />

The closure plan of Grasberg Surface Mine PT Freeport Indonesia on 2015 will be affecting company operational activities, especially in human resources area. By <br />
<br />
<br />
expecting the potential threats to come, the writer is trying to minimize the negative effects by composing a study under the title ‘Human Resources Planning Strategy in PT Freeport Indonesia Related to Grasberg Surface Mine Closure Plan on 2015’. <br />
<br />
<br />
Study of this subject is conducted using the method of data collecting from practitioners, both in field of mining operations in Grasberg and also from human <br />
<br />
<br />
resources area, because those are two related aspects. Based on the collected data, the writer uses Productivity Ratio and Employment Ratio methods. Productivity Ratio is reviewed from several points; among them is the projected significant decline of ore <br />
<br />
<br />
deposits that undoubtedly affects the number of equipments utilized to mine, which are shovels, hauling trucks, drills, and also the explosives that also decrease. By using Productivity Ratio and Employment Ratio, it is clear that with the decline of productivity, the number of employees will also decrease. <br />
<br />
<br />
The significant reduce of employee number will pose a big difficulty for the company, so the right strategy of human resources planning must be studied and implemented. In studying the right strategy in managing the current human resources in Grasberg Surface Mine, the writer uses Supply and Demand Analysis method. Surpluses of workforce in Surface Mine is distributed to other area with similar operational activities, which is developing of new underground mine that surely requires many workforces. The moving of employees is obviously conducted by considering the type of works in each mining area, competencies required for each work, similarity of competencies, and also the training process for competencies standardizing. Beside the <br />

swapping of human resources, it is necessary to also review other strategy related to age, produtivity, and employee contribution with the early retirement packages whose number is adjusted to those three aspects. <br />

Based on the stated aspects above, it can be concluded that Human Resources Planning Strategy that can be implemented in PTFI in accordance to Grasberg Surface <br />
<br />
<br />
Mine closure plan is by gradually distributing workforce by evaluating the supply and demand ratio, required competencies, and addition of skill or competencies to fulfill the requirements for the new works. It must also be considered to empower local community which is Papuan as human resources whose skill and competency will continously be developed inline with the future requirements. |
