mission. This labour intensive sector includes huge number of workers. One of the labour force in construction is construction workers. These number of <br /> <br /> <br /> construction workers has dominate the construction industry. Construction workers have limited knowledge and capability since less formal education in construction. <br /> <br /> <br /> Certification policy is one of way to guarantee and to increase the capability of workers. By informal capability owned, sertification policy gives the legality and recognition of knowlegde they have based on standard value. This step would open the gate for construction workers to enter the formal and modern <br /> <br /> <br /> construction market. <br /> <br /> <br /> Modern construction based on formal condition, but in informal traditional construction industry is based on self recruiting. This condition makes policy is hardly to be implemented. That is why managing formal construction worker is needed based on standard and this policy able to develop capability and knowledge of construction in society.
