At the beginning its main activity was to give consultation service to internal Telkom. In 2009 there was a changed in Telkom MCC strategy to increase its performance and contribution. The changed in strategy had forced Telkom MCC to be able to compete with other consultation service companies, therefore Telkom MCC needed a maximum performance from its units. A maximum unit performance could be achieved if it supported by individual performance. From the individual performance value data, it shown that there had been a declined in the individual performance for the last 4 years when Telkom MCC needed a maximum individual performance. To get to the bottom of this matter, then several steps were needed to see the cause factors of the declined and fixed it. <br /> <br /> <br /> The methods that are used in this final project are MARS Model to see the behavioral factors that influenced the performance and EVP model to see individual satisfaction. To find both factors primary, data was collected through questionnaire with simple random sampling and 60 respondents were determined using slovin method. <br /> <br /> <br /> The analysis in this final project discovered there was no competency appraisal before a Telkom’s employee transferred to Telkom MCC, but according to Telkom’s employee this stage is important and also will affect the performance. Based on the individual behavior survey using MARS model, there is a factor that need to be improved which is ability. Based on EVP survey, showed that job cluster and award needed an improvement. Those problems were caused by there was no competency appraisal when transferring an employee to Telkom MCC. <br /> <br /> <br /> There are three proposed scenarios as the solution for the problems. The first scenario is Telkom has to recruit through competency appraisal process for the Telkom MCC candidate. Second scenario is Telkom MCC has to perform competency appraisal after the employee had been placed. Last but not least the third scenario is performing external recruitment to get a professional hire. The implementation process begin with making the solution as a policy. text
