Summary:Indonesia is a country with the largest Moslem population in the world, but on the contrary the collection of zakat is still very far from its potential. A study in 2005 conducted by UIN Syarif Hidayatullah and Ford Foundation said that the potential <br /> <br /> <br /> of zakat in Indonesia reach the amount up to 19.3 trillion rupiah per year. Unfortunately, the collection of zakat in Indonesia trends, from year to year, as <br /> <br /> <br /> quoted by the Forum Zakat has not outreached one trillion rupiah per year. Whereas, if we assumed that zakat can achieve or at least close to its potential <br /> <br /> <br /> number, it could become one of the alternative and complementary efforts to reduce poverty because zakat basically is an effective mechanism for income <br /> <br /> <br /> redistribution. This research study aim is to find possible policy alternatives in order to bring the <br /> <br /> <br /> reality of the collection of zakat in Indonesia to its potential by using system dynamics methodology. System dynamics is one approach to policy modeling, especially in terms of providing an understanding of how and why dynamic phenomenon happens. <br /> <br /> <br /> The structure of the model in this thesis is constructed based on interconnections among the dynamics of zakat receiving, allocated effort, socialization, performance, <br /> <br /> <br /> trust, population and distribution effects. The study shows that the two alternative policies that could be a point of leverage in improving the collection of zakat is the provision of incentives in the form of tax credit and build trust. In the context of Indonesia today, the scenario is considered more important by the researcher to fight for, is to build trust through organization performance improvement that is improving trusteeship, professionalism, transparency and accountability.
