Over the past decades, production technology in oil industry is almost have no changes, however, the way the industry operates its assets has been evolved over time to response on both global competition and expectation be the best in its industry aligning with company vision, values and strategy. Production Management Team (PMT) organization is accountable in achieving Operation Excellence Strategy goals and expectation such as: 1. Safety. Operates and maintain facilities safely to prevent possible incident, injury or accidents related to work. 2. Reliability. Operates and maintain the integrity of facilities to prevent incident. 3. Efficient. Maximize operation efficiency and protect environmental. The ability to achieve safe, reliable, efficient, and environmentally responsible operations will provide a necessary foundation on financial success for oil and gas industry. The Organizational Capability of PMT to deliver the Operational Excellence will become the central theme of this Final Project. Based on analysis, there are still gaps in achieving 0,0,0 goals as indicated from the low score assessment result on Fundamental Safe Work Practices (FSWP); Surface Equipment Reliability Improvement Program (SERIP) and Well Pad Assessment programs. Using Theory of Constraint (TOC) as a tool, the root causes can be draw down as follows: changes on Operator’s role, Operator’s activities not in alignment with Key Job Responsibility (KJR), and excessive assumption on Operator’s role. Still using the TOC tools, the root causes can be eliminated with the following strategic injections: review KJR; enrich competency; training on basic maintenance; outsource non‐essential works; and prioritize activities. These strategic injections then formulize into Operation Strategy Matrix to ensure the alignment between strategic decision and its objectives. Finally, these strategic decision then implemented thru Change Management using Star Model and Naddler 12‐Steps together with Management System Process to improve performance by increasing assessment score on FSWP, SERIP, and Well Pad Assessment and at the end will increase organizational capability of PMT to achieve World Class Operation goals. text
