Shallot’s domestic production basically sufficient in quantity to supply consumption needs, but due to fluctuating levels of availability particularly in the growing season causing price fluctuations. Therefore, this shortage is fulfilled through imports. In fact, the implementation of import is not only in the growing season but throughout the year so that at harvest season causing farmer’s price level become low. This problem does not only occur on shallot but also on horticultural products in general. To overcome this phenomenon of the rise of imports, the Government through the Ministry of Trade issued a policy of import of horticultural products and the Ministry of Agriculture issued a letter of recommendation imports of horticultural products as import requirements. This import restrictions lead to supply shortages so that increase the price at consumer’s level. Therefore, the impact of import policy is needed to be analyzed and to set the proper policy to overcome shallot’s problem. This research using dynamics system method consider to shallot’s characteristic related to time function and has relevancy among variables that affect the system. <br /> <br /> <br /> Simulation results shows that the implementation of import policy capable to increase farmer’s welfare but not capable to reduce price fluctuation at consumer’s level. Based on 5 policy scenarios which capable to give betterperformancy criteria in price and welfare level is Government Purchase Price policy along with agricultural intensification policy. In the end of simulation period, consumer’s price level with this policies are at Rp 18.360,37/kg and farmer’s profit at Rp 9.481.360/ha. <br /> text
