Summary: | As one of Bandung municipal official efforts to overcome worsen congestion, a mass public transportation system based on road was initiated as the precursor of Bus Rapid Transit (BRT) named as Trans Metro Bandung (TMB). This project began from 2005 when Bandung municipal official proposed a proposal for a public mass transport model to Land Transport Authority. Operation of Trans Metro Bandung was initially planned on January 2007 but had experienced several delays, until finally realized on 24 September 2009. After operating approximately 1.5 years, the goal of developing the desired mass public transportation system has not been achieved. This study is intended to examine the development process of Trans Metro Bandung Corridor One public transportation as a system, so that the root of the problems expected is known and can be used as a learning to anticipate the obstacles and problems in the next TMB corridor construction. <br />

The Bus Rapid Transit (BRT) Planning Guide is used as a benchmark for BRT planning process. In general, the BRT Planning Guide is divided by six major elements of planning; namely project preparation, operational design, physical design, integration, business plans, and implementation. In this study, technical planning elements such operational design, physical design and integration will not be analyzed thoroughly. Instead, the focus will be more on the TMB planning issues which from the research conducted is caused mainly by non-technical issues such as lack of political support and governance, weak institutional capacity, technical capacity, funding, financial, as well as geography and physical infrastructure. <br />

Partial planning and disorganized implementation stage of TMB resulted in many mistakes and important work plan elements overlooked that suspend the operation several times. The above planning and implementation condition originated from inappropriate project set-up such as team staffing work plan and scheduling, and ineffective communication plan and financing. The following policy recommendation may be considered by Bandung municipal official in the next TMB corridor development, that is: to assign a specialized agency for TMB development entity, to evaluate the impacts of TMB implementation as a study for the next TMN corridor, to collaborate with private, international organizations, bi-lateral organization for financing and expertise help, to develop thorough communication plan and embrace key stakeholder by participation, partnership, and empowerment, and finally by accelerating consortium formation by providing consultancy in managerial, financial and organizational capability. |
