Summary: | The trend of housing development is currently incompatible with the expected goals. In general, large-scale housing development excludes the construction of simple houses that should be in one location. Housing constructed in strategic locations and have good accessibility is intended for certain groups. To anticipate in order that the developers build not only luxurious housing, since June 23, 1992, the government has issued a Joint Decree (SKB), the Minister of Home Affairs, Minister of Public Works and Minister of Public Housing on concept of balanced housing development and balanced residential with 1: 3: 6 with the principle of cross subsidy. This means that for every 1 unit of luxurious house category, developers are required to build 3 units of secondary category and 6 units of Houses Simple / Very Simple House (RS / RSS) category. In practice, the government would force developers to apply this balanced residential development through the license acquisition process and will give strict punishment at each implementation. This research is a type of descriptive research by illustrating the implementation of housing and settlement development policy with balanced environment in the residential housing construction in the city of Bandung, executed by private developers by taking the case Adipura Earth Housing. <br />

Based on research results, a conclusion can be made that a developer has not been able to apply the concept of balanced residential of 1: 3: 6 on housing development in the city of Bandung, particularly in the Bumi Adipura housing. This is partly due to the lack of supervision and coordination of the government.
