ANALYZING THE CONTRIBUTION OF ICT SECTOR TO THE NATIONAL ECONOMIC STRUCTURE CHANGES

Economic growth theories predict that economic growth is driven by investments in Information and Communication Technology (ICT). It is no doubt that ICT is also and will be an important thing in Asia countries. This study is conducted to analyze the role or contribution of ICT in economy aspect of Asia developed and developing country. Asia developed country will be represented by Japan while Asia developing country is Indonesia. Input-Output analysis is used in this study. The period time used in this study is between 1995 and 2005 for Japan case while between 1990 and 2005 for Indonesia case. The results show that direct and indirect impact of ICT sectors explains the "stable ICT" trend appeared in Japan case while "ICT emergence" trend appeared in Indonesia case. However, direct and indirect impact analysis could not give evidence to explain how the impacts of ICT sectors to the national economic structure changes, both in Japan and Indonesia case. Analysis from macroscopic view shows that ICT sectors had a significant role or contribution in national economic structure changes of Japan between 1995 and 2005 while opposite phenomenon happened in Indonesia case, from 1990 through 2005. The recommendations could be given from this study focus on improvements of Indonesia ICT policy / regulations. Those recommendations are improvement in the coherence, predictability and credibility aspects of Indonesia ICT policy / regulations.
