However, beside to work on the tract of business, IT implementation required high investment expenses with the large failure risks. Therefore, it required a completely IT Governance mechanism and structured from design to supervision. The research aimed to gives a suggestion of IT governance model to PT. Kereta Api (Persero) related to the COBIT standard (Control Objectives for Information and Related Technology). <br />

COBIT is a standard model of IT governance that was considered widely. It used because had a appropriate compromise in management scope and processing detail than other ones. The research focused on two main domains of COBIT, Planning and Organization (PO) and Acquisition and Implementation (AI). <br />

The research methodology carried out by literature study and vision-mission identification of IT Master Plan PT. Kereta Api (Persero). Next, carried out an awareness management identification toward its owned IT function assets to support the achievement of vision and mission the company by questionnaire. By both of data it can be established an expected maturity level suitable for PT. Kereta Api (Persero). Then, the research continued by examination of current maturity level under questionnaire and interview toward the respondents related to the IT governance. Then, each of expected data and current maturity levels processes of IT analyzed to find an existing gap, and established an important procedure should be done to hold these gaps. <br />

By the results it can seen that management expectation of PT. Kereta Api (Persero) toward owned IT for support of business process is high. More than 94.12% of IT COBIT process in the PO and AI domains expected to be done in PT. Kereta Api (Persero). Under vision and mission, management purpose and implementation target of IT depicted on IT Master Plan of PT. Kereta Api (Persero) they must had a maturity level in scale 4 (managed and measurable). <br />

By the process maturity measurement of IT in PT. Kereta Api (Persero), it can seen that there is 37.50% of IT COBIT process in PO and AI domain was exist in the maturity level 4 (managed and measurable), and 62.50% maturity scale 3 (defined process). It shows that a part of each process had a gap must handled. <br />

Any several processes must be handled to hold the gap was described in the research. In generally, the gap analysis of level 3 and 4 focused on definition process of policy for all related activities in IT at the PT. Kereta Api (Persero) and continued by documentation. Next, carried out a temporarily review toward the policy or an arranged procedures, which it can always related to the internal and external environment condition in PT. Kereta Api (Persero). <br />

The IT governance accompanied by design and crystal measurement establishment since begin as constructed under COBIT standard will makes an effective and efficient governance to be positive, and made an owned IT assets become a primary support of vision and mission was established in PT. Kereta Api (Persero). <br />
