Summary: | The plantation of PIR (Nucleus Estate Smallholder)-schemed Oil Palm has been long taken place (25 years) in West Kalimantan generally as well as at Parindu Subdistrict specially. In its journal, the development of the oil palm plantation with this PIR-scheme underwent a resistance. In order to resolve the happening problems, there have been many efforts as well as attempts conducted by both Local Government, society, stakeholders and companies, but the resolution conducted did not yet resolve the real root of the problem. The objective of this research is to identify the factors inhibiting the efforts in the resolution of the problems of the development of oil palm plantation with the PIR scheme in West Kalimantan as well as at Parindu Subdistrict specially viewed from a viewpoint of an innovation system. Based on the result of research it is concluded that there are 3 (three) problems inhibiting the efforts of the resolutions, those are: (i) the role and function of local government are still restricted only as initiator, facilitator as well as mediator, so that the decisions made in the solution of the problem is not yet legitimated; (ii) the lack of facilities/media in order that the production of knowledge can develop; (iii) the principles in the partnership is not operated as well such that the existing partnership is not operated in balance, there is a dominant party and there is a marginalized party on the other hand. <br />
