Summary:Duties and functions of Development Control organized by the Government of South Sumatra Province, on its implementation underwent a dualism in terms of institutional control ever since the term of Development Control has not been defined and was still defined as the Monitoring, Evaluation and Reporting of Development. Although it was once held by one institution only, nonetheless up to now, those duties and functions are performed by two institutions. This condition does not occur unintentionally or without clear purpose from the Government of South Sumatra Province. There are specific aims and objectives of institutional dualism in the implementation of tasks and functions of the Development Control. <br /> <br /> <br /> The phenomenon of institutional dualism is then raises the issue of ineffectiveness of the outcomes of tasks and functions, and the issue of overlapping in the factual practice. But these issues do not necessarily result in a negative impact for the operation of the tasks and functions of development control. There should be further exploration on the influence of these issues in a case study of the institutional dualism. In addition, the strategy of the South Sumatra provincial government dealing with these problems also require the active role of an agent with authority and power to manage, direct, and give firm orders to the underlying institutional structure. <br /> <br /> <br /> To deal with this phenomenon, it is necessary to cope with institutional dualism. As a case study, the problem of institutional dualism occurring in South Sumatra provincial government is to be the benchmark against other dualism cases. So in this case study, it is important to give knowledge of the ways to identify the phenomenon of dualism and develop ways of solution to the problem of dualism. Thus, from this specific case, it is expected to be a guide to solving the case of dualism in the form of any aspect, especially concerning the management of governance in Indonesia.
