Description
Summary:The Policy of added value mineral is the implementation of the 1945 Constitution Article 33, paragraph 3, in the spirit of managing natural resources and gain maximum

benefit. Mineral processing and refining activities rules are regulated in Law No. 4 of 2009, and its derivative, Minister Regulation no. 7 in 2012 and has been revised to Minister Regulation no.11 in 2012. The Prohibition of export raw materials, ores and concentrates, will take effect in 2014. Indonesian mining conditions at the macro perspective of the upstream and downstream linkages (Backward & Forward lingkage) indicates the value below 1, which means a low connection of the lingkage. Mimika district and Sumbawa Barat district are the largest copper producer in Indonesia, with a proportion of the average GDP of the mining sector (2006-2011) reached 95.38% and

94,59 %. Concentrate export prohibition in 2014 and the balance of the availability of smelter , with a production capacity of copper minerals will have an impact on production and economic conditions of Mimika and Sumbawa Barat. The results of simulation modeling in the year of 2014 - 2025, on a comparison between scenario 1 (condition Business as Usual) with scenario 2 (the policy implemented, no smelter capacity growth) average Potential Lost GDP of Mimika district reached IDR 53,312,171,172,406 and Sumbawa Barat district reached IDR 8,389,548,933,108, whereas the comparison between of scenario 1 (condition Business as Usual) with

scenario 3 (policies implemented, smelter capacity growth, according to the government plan) average Potential Lost GDP of Mimika district reached IDR 23,649,220,557,844 and Sumbawa Barat district reached IDR. 3,551,200,805,649.
