MODELING ON EVALUATION OF PUBLIC AND PRIVATE PARTNERSHIP SCHEME FOR DRINKING WATER FACILITIES INVESTMENT USING ANALYTIC NETWORK PROCESS

ABSTRACT: <p>World's citizen which not own safe and sustainable access at drinking water, targeted will be lessened its amount with the program of Millenium Development Goals (MDG) in drinking water area. One of the goals is to improve the coverage of drinking water service for society from 29% becoming 69% in the year 2015.<p>To support the program, the government corporate with the private sector to work along with Public Private Partnership (PPP). PPP scheme which can be developed by for example are service contract, management contract, lease contract, BOT contract, dan concession contract (ADB, 2000; Gleick, et.al, 2002). <p>Each scheme own their minus and excess, so that, to apply the scheme it have to be adapted by condition and requirement from state (Zhang,2005). To decide the most appropriate scheme with the condition PDAM in this time, it needed study by using decision making technique to decide the most appropriate scheme with the condition PDAM in this time. The technique which used at this research is Analytic Network Process (ANP). By using ANP, can be developed the Method of Election of KPS Scheme (MPS-KPS) with many criteria so that obtained a correct decision in choosing scheme which can be used in Indonesia.<p>The result of this research obtained from three study region, that are Bandung Regency, Tangerang Regency and DKI Jakarta. The result from analysis using the ANP, the appropriate scheme for the region of Bandung Regency, Tangerang Regency and DKI Jakarta scheme is concession system.<p>For the DKI Jakarta, the result from MPS-KPS is concession scheme, which is the same scheme with used in this time, and proven able to fulfill the goals expected with the existence of PPP. For the region of Tangerang Regency, result obtained from MPS-KPS different from the scheme used in this time. This difference caused by the changing perception and opinion in evaluating aspect of election of PPP scheme. While for the region of Bandung Regency, still in phase of planning of election of scheme KPS. The result can be made for the consideration in choosing PPP scheme for the investment of drinking water in region of Bandung Regency.
