Summary:Sustainable development is a development concept, which has the efforts to fulfill the recent needs without sacrificing the next generation's needs to come. Water <br /> <br /> <br /> resource usage, especially groundwater, should be planned and in be able to use it in responsible manner by considering available resource capacity, function reservoir, as well as environmental balance. This research has the objective to identify groundwater resources potential availability condition and needs as well as to develop groundwater resource conservation zonation, all of that is implemented in order to know the groundwater damage condition. The damage condition includes groundwater damage, -quantity,-quality, and –environment, where several indicators, such as <br /> <br /> <br /> groundwater tax enforcement, could serve as monitoring tool to control groundwater usage and to give sense of justice to the groundwater user due to unbalanced groundwater uptake. The research’s result shows that the groundwater availability is decreasing with a rate of 0,15 % per year. It occurs due to groundwater recharging in the catchment area. Groundwater user in Tangerang Regency is dominated by industrial sector; nevertheless the decreasing is led by the effectiveness of groundwater usage tax. The groundwater resource conservation zonation is divided into 5 zones, i.e.; <br /> <br /> <br /> groundwater recharge zone, safe, safe limited, prone, and critical. The basic price rate for groundwater usage tax purpose, the lowest rate is Rp.878,- /m3 in the <br /> <br /> <br /> uptake safe zone and the highest rate for groundwater abstraction in critical zone is Rp. 5.492,-/m3. <br /> <br /> <br /> Generally, the groundwater condition in Tangerang Regency is still in safe condition, in spite of that, anticipation and several initiatives are recommended, such as keep groundwater recharge and make a use of surface water potential in fulfilling the industrial sector’s need. In addition, it is necessary to start implement awareness and preparedness efforts, such as, develop new groundwater recharge and dams in order <br /> <br /> <br /> to be prepared during dry season.
