According to that regulation, it would be expected that the existence of better management of mining resources could enhance local communities' income, as well as contribute to economic development through increasing of added values. Thus, national development goals regarding prosperity and sustainability could be achieved. <br /> <br /> <br /> Since decentralisation policy was implemented, Papua Barat province, including its regencies and cities, has been given wider opportunities in order to plan and develop its own area. In terms of authority of mineral and coal resources management, it seems to be very complicated owing to various influential factors, so a question that usually appears to be answered is that has local government of Papua Barat been able and had capability in implementing this policy. This might occur because in the long term process of autonomy implementation, there would be a number of constrains. Therefore, it would require strategic and comprehensive steps not only in planning, but also in real actions, so that local and regional capability in Papua Barat area could be improved and its optimum benefits could be enjoyed by people living in Papua Barat. <br /> <br /> <br /> In this research, data regarding mineral and coal resources, human resources, organisation and management, local regulation, and gross regional incomes were collected from four sample areas; Fak-fak, Sorong, Raja Ampat and Teluk Bintuni. Data were then analysed using both qualitative and quantitative methods. SWOT (Strengths, Weaknesses, Opportunities, and Threats) model was applied to alternate developmental strategies relating to managing mineral and coal resources. The next stage was utilizing factor analysis, based on SWOT results, to range level of capability of each sample area associating with autonomy of mining sector management. <br /> <br /> <br /> According to SWOT model, there were several strategies relating to managing mining sector in autonomy views that can be implemented. Firstly, strategy associating with utilizing entire strengths and achieving opportunities can be applied through increasing responsibly exploration and exploitation of mineral and coal resources, which can generate increasingly local and regional incomes. Secondly, strategies relating to utilizing strengths in order to handle threats can be implemented through enhancing accessibilities to mineral and coal resources, so it can lead to the increase of capital investment, and changing negative mindset of mining resources management. Moreover, strategies regarding utilizing opportunities to minimizing weaknesses can be applied through enlightening the concept of regional autonomy, improving data and information management systems, and increasing human resources capacity. Furthermore, strategies relating to minimizing weaknesses and addressing threats can be implemented through strengthening inter-institutions′ networks and coordinations, improving status of mineral and coal resources, conducting mining activities′ supervisions and controls. <br /> <br /> <br /> Factor analysis results showed that Teluk Bintuni regency was classified into low level of capability with the factor score -2,01. Meanwhile, Fak-fak and Sorong were categorized into medium level of capability with the factor scores 0,45 and 0,27 respectively. Raja Ampat regency had factor score 1,29, and was classified into high level of capability. text |
