During the time most of metal mineral are referred exported in the form of consentrat, except tin that has been sold in the form of metal. With the Law No.4/ 2009 about mineral mining and coal, replace the law No.11/1967 about mining specifics, there is a policy to improve mineral value that has been mined. Requirement for existing producing CoWs to conduct onshore processing of ore within 5 year of enactment of the new law. <br />

This added value Policy is expected will improve the state acceptance from mining sector. As one of biggest product from mining sector, copper gives big contribution for state acceptance. At this time copper mineral is produced by 2 foreign corporations that are PT Freeport Indonesia and PT Newmont Nusa Tenggara that sell its product in the form of consentrate. A few part consentrate processed in PT gresik and some of that exporting out country especially to Japan, Spanyol, and Korea. <br />

For that, Analyse the policy to see its influence at state acceptance require to be conducted. To increase analyse, system dynamic model of produce the copper have been develop. This model depicts physical structure and process path begin at mining, processing and purification of copper mineral. Model consisted of some sub system that is mining, purification, royalty and PPN. The calibration process is to show result of simulation yield the value which not far diffrend from the historical data. <br />

Result of simulation show: State acceptance from royalty by using calculation Governmental Regulation No. 45/2003 about PNBP of mining sector mount 70,71% every year compared to by calculation of pursuant to Contract of work II PT FI. Produce the copper metal ( 99,99%) even also mount from about 300% every year, also with the by-product from smelting process like acid of sulphate and gypsum mount 3-4 times fold. At the height of production of copper metal representing Goods Incur the Iease (Barang kena pajak) hence acceptance of value added tax follow to mount also. The model simulation with the assumption 50% product of copper metal used in country, hence obtained VAT of copper about 250 billion Rupiah each year. Slag copper’s PPN is around 500 billion Rupiah. |
