Oil and gas exports have an important role not only as energy resources, devisa and government incomes but also as sources for industrials, technology changes, area development support, employments field and non-oil and gas growth primary support. This research is aimed to classificate industries from government in oil & gas industries, and its implication to oil & gas policy. For analysing Indonesia migas export ability is used an adapted model from tax capacity and effort who developed bay bahl. In his research, Bahl examined tax ability by applying tax ratio, tax capacity and tax effort. Meanwhile in this study, I examined the capacity of Indonesia migas export with actual export and export effort as the comparison between actual and estimating export capacity. Analysis capacity and effort of export in this research particularly in oil & gas sector. From calculation, there are three categories in oil & gas export in Indonesia as follow : <br /> 1. High export capacity with low export effort <br /> 2. Medium export capacity with medium export effort <br /> 3. Low export capacity with high export effort <br /> Using capacity and effort export model being adapted from Bahl method; Then be found that Indonesia export is still various in the case of it's export capability and effort according to the result of calculation.
