The existence of nickel mining by PT INCO, Tbk in Kabupaten Luwu Timur has given a significant impact toward the area's economy. However, the economic growth of the area has declined; eventhough the contribution of mining sector in economy has kept increasing every <br /> <br /> <br /> year, reached US$ 5.9 million in 2007. The decreasing of mining influence economically indicated the need of recognizing and appointing other prime sectors. The concept of sustainable development was used in order to develop othose other prime sectors. The sustainable development concept was applied by using several analytical instruments, namely input - output model, Location Quotient, Daly's Triangle, and then verified by using Compass Index of Sustainability. The results showed that basically the mining sector was an export-oriented sector, with the LQ value of 7.969. However, just a small part of the community that benefited directly from or involved in production process of the mining sector. It was shown by the values of forward and <br /> <br /> <br /> backward linkage of mining sector, especially nickel mining, which were the smallest among the other sectors. On the other hand, walfare of people of Kabupaten Luwu Timur attained middle - middle high level. It was shown by the average value 70.39 of Human Development Index, and confirmed by Daly's Triangle that put Kabupaten Luwu Timur in segment of intermediate means. As a verification instrument, Compass Index of Sustainability indicated potentially sustainable condition in Kabupaten luwu Timur, by the average index of 70. In order to actualize the sustainable development, the prime sectors to be utilized were extensive agriculture and manufacturing industry. Government of Kabupaten Luwu Timur needed to be couraged to run programs related to those prime sectors, and emphasize the importance of added value in them. Regional development concept to be applied in Kabupaten Luwu Timur was Local Economy Development (LED).
