Summary: | Bulog as government institution non-department take care of the national rice matters to fulfill the national requirement of rice. The availability of rice become important issue in Indonesia, because rice has strategic and important meaning for Indonesia people because rice becomes staple food most of its people (around 90%). Basically, in Bulog supply chain processes, there are five primary activities, which are purchasing, processing, procurement, stocking, and distribution. The activities in supply chain processes could be classified into those five primary activities. Purchasing process is purchasing grain from farmer trough partners at crop time. Processing is grain processing by partners that consist of two basic processes, drying process, and milling process. Procurement process is receiving grain/rice from partners with filtering by quality assurance process. Stocking process is maintaining the quality of stock, and managing the inventory such as number and time of stock planning. Distribution process is distributing rice to the distribution point. There are four distributions channel of Bulog, distribution for rice for poor, distribution for market operation, distribution for natural disaster aid, and distribution for department of justice. <br />

The primary activities can be shown as the business process of supply chain processes. Then, the business process is also describes the root cause of problems. There are seven root cause problems in Bulog supply chain processes especially in Sub regional division Karawang. The first root cause problem is quality assurance for purchasing grain from farmer by partners at purchasing grain process. The second is partner’s capital scarcity for machine and equipment for grain processing. The third problem is inaccurate quality assurance caused of manual quality assurance tools, and lack of quality inspector and unloaded freight budget. The fourth is quality of stock grain/rice decrease faster, caused by inaccurate inventory calculation and planning, and spraying pest only conducted at the inside and outside of warehouse building. The fifth problem is low quality of distributed rice caused by no quality assurance of distributed rice. There are six ideas to solve and anticipate those problems. The first solution idea is purchasing grain with quality assurance and tools standardization for quality assurance. Solution for the second problem is upgrading machine for drying and milling process. The solution for third problem is determining the optimum number of quality inspector, budgeting allocation, and supporting quality assurance with tools. The fourth solution is issuing policy for spraying pest in all area of iii <br />

the warehouse complex that potential pest nest. The fifth solution is planning inventory and replenishment inventory system to maintain the quality level of stock. In addition, the sixth solution is issuing policy for distribution process with quality assurance before rice distribute. Supply chain processes should be managed well because it is important for Bulog to provide service to consumers by giving high quality of rice. |
