When such a state of development has been achieved, the city faces a dilemma, since on one side its status could be promoted to a Kotamadya, and if it is done, hierarchically the administrative status of the city would be at the same level as the Kabupaten. <br />
<br />
<br />
Following the prevoiling views that the government system has, such situation in most cases is resolved by a decision to move the center of administration of the Kabupaten out of the city where it resided, to another location . <br />
<br />
<br />
Such decisions hav been made to some Kabupaten capital cities, such as the capital cities of Kabupaten Bekasi, Bandung. Tanggerang, Agam, Donggala, and Jayapura. <br />

Usually the decision is carried out by way of moving the Kabupaten administration center to some selected settlement or a small town that has not been quite developed. <br />
<br />
<br />
The processes for decision making, preparation, and planning have always been a complex process, takes a long time, and even lengthy. <br />
<br />
<br />
In undertakings to move the center of administration of a Kabupaten from a city to another location usually also causes undesired social and environmental impacts. Observing and considering the previously described phenomena, a study has been made to identify factors that causes the complexity and lengthy step in the processes for moving a capital city of a Kabupaten, and to point out detrimental impacts that needs to be observed. <br />
<br />
<br />
With the previously described objectives, an analysis has been particularly undertaken to the evolution and process steps that have taken place in moving the capital of Kabupaten Bekasi from the city of Bekasi to a small city called Cikarang. <br />
<br />
<br />
To enrich the information base of the study, some observation was also made on similar process that take place in other Kabupaten, i.e. Tanggerang, Agam, Donggala and Jayapura (Sentani). |
