Identification of Current Condition of Bandung Transportation to Serve Proposed Transit Oriented Development Location

Congestion is one of the ongoing transportation problems faced by the city of Bandung. In the year 2013, it is recorded that there are 44 points of congestion in the city of Bandung. The congestion in Bandung has impacted the amount of Bandung gas emissions contribution as much as 66.34% in 2013. In addition, until 2016 congestion remains a problem complained by residents of Bandung. To overcome this problem the city of Bandung has prepared a plan for the development of TOD areas. Learning from the experiences of various cities in the world, the development of the TOD concept does not always solve the congestion problem. There are 2 types of conditions that are required or prepared for in order for the development of TOD to be successful or effective. Both conditions include critical conditions and important conditions. Critical condition is a requirement that must be fulfilled because it has a critical role in the development of TOD. One of the conditions of critical conditions is the condition of transportation as seen from the quality of transit service and the condition of intermodality. As the city preparing for the development of TOD area, Bandung needs to know the current fulfillment of development conditions supporting the development of effective TOD thus fatal results can be overcome by the development of TOD itself. The purpose of this study is to identify the current condition of transportation in Bandung in order to serve the location of TOD. Public transportation that will be studied in this research is Trans Metro Bandung (TMB) corridor 2 (Cicaheum-Cibeureum) whereas symptom of intermodality condition identification is done on TOD at Kebon Kawung and TOD Martadinata. The method used in this research is SERVQUAL (Service Quality) model for service quality of the existing public service and descriptive analysis to describe condition of intermodality at a TOD location feature. Based on the results of the research conducted, the quality of service Trans Metro Bandung corridor 2 are still not able to meet expectations or expectations of the passengers and intermodality conditions in both locations are quite strong. The current condition of transportation in Bandung City still cannot meet the transportation conditions including critical conditions for effective TOD development.
