Summary: | As a construction services company, PT Jasa Marga (Persero) Tbk. is committed to effective and efficient implementations of risk management practices in both corporate and business units. The company has been working with independent consultants to measure the maturity of risk management implementation practices, with the results indicating increasing maturity of risk management implementation practices every year. Nevertheless, there are 3 (three) attributes that have the worst score in the last 3 (three) years. Thus, it is necessary to find a method of measuring the maturity of risk management implementation practices that focuses on these three attributes which is suitable for construction service providers.

The method of measuring the maturity of risk management implementation practice used in this research is the Risk Management Maturity System (RMMS) that focuses on two attribute measurements; in the form of Organizational Management (OM) and Risk Process Management capabilities. In applying this method, two sets of questionnaires were used; one to measure the importance weights of the key areas within both capabilities, and another that assessed the journey of key areas implementation in enterprise risk management. The questionnaire used to measure the weight of importance was filled by Vice President of Risk and Quality Management Division of PT Jasa Marga (Persero) Tbk., while the questionnaire that assess the journey of implementation of key areas within the company was filled by the employees of the division.

The results indicate two key areas of each capability with the lowest scores, namely OM2 – Stakeholders Management with the weight of importance of 0.17602 and key area values of 1.11, and RPM5 – Risk Monitoring with the weight of importance of 0.08680 and key area value of 0.56. Data processing was done by using SuperDecision software that applies Simple Additive Weighing calculation.

Improvements proposed in this research are risk stakeholder analysis that will be done by using stakeholders mapping diagram and stakeholders interest matrices. In addition, also proposed a Standard Operating Procedure in Determining the Frequency of Risk Monitoring that will be conducted based on the results from risk stakeholders analysis. Implementation of the proposed improvements should help the company to improve the implementation of their enterprise risk management, especially in both aspects of key areas. |
