The Indonesian e-Government Rating (PeGI) in 2015, <br /> <br /> <br /> under the policy and institutional categories, indicates that only 15 of 34 Ministries <br /> <br /> <br /> are in the "good" rating of e-government. This result means more than a half of the <br /> <br /> <br /> ministries need to improve their ICT governance. ICT governance is influenced by <br /> <br /> <br /> several factors, one of which is Human Resource Management (HRM). The <br /> <br /> <br /> problem that often occurs in the management of human resources is the lack of <br /> <br /> <br /> accuracy in identifying the needs of employees so that there is a mismatch between <br /> <br /> <br /> the number of employees needed with the available employees, in addition to the <br /> <br /> <br /> employees’ competency problems. One of the ICT human resources in Indonesian <br /> <br /> <br /> government agencies is Pranata Komputer (Prakom). Prakom are functional <br /> <br /> <br /> employees who are required to possess certain skills and performs their duties <br /> <br /> <br /> independently. They are the backbone of ICT governance in Indonesian <br /> <br /> <br /> government agencies. <br /> <br /> <br /> Based on the data collection and analysis, there are several problems in the Prakomrelated <br /> <br /> <br /> policies and regulations. These problems reinforce the need for <br /> <br /> <br /> improvements in some policies and regulations and the renewal of required skills <br /> <br /> <br /> for Prakom in order to follow the current ICT development. This study adopts the <br /> <br /> <br /> CBHRM model and the COBIT 5 framework 5 with focus on the process of APO07 <br /> <br /> <br /> (Manage Human Resource) to map the existing regulations, adjusted to the <br /> <br /> <br /> condition in Indonesia. As for updating the skills that Prakom need to possess, this <br /> <br /> <br /> study adopts the SFIA framework. The result of this study is the recommendation <br /> <br /> <br /> of 8 components and their principles, and 37 skills and their activities in Prakomrelated <br /> <br /> <br /> human resource management. The result of this study is expected to <br /> <br /> <br /> contribute in revising the regulations concerning Prakom. Particularly, the <br /> <br /> <br /> recommendations of the set of activities can be used to evaluate the performance of <br /> <br /> <br /> Prakom in addition to the inventory of activities in the fulfillment of the needs of <br /> <br /> <br /> Prakom in every government agency. text
